A | DETROIT -- The U.S. Labor Department said Thursday that investigators found 19 safety and health violations at a General Motors joint venture electric vehicle battery plant in Ohio during a two-week period this year.The department's Occupational Safety and Health Administration has proposed fining Ultium Cells LLC $270,091 for the alleged violations at a recently opened factory in Warren, Ohio. The plant, a joint venture between General Motors and LG Energy Solution, started making battery cells in 2021.The Labor Department said inspectors found that Ultium Cells didn't comply with federal safety standards for use of personal protective equipment including respirators. They also found that the company didn't install guards on machines or train workers in procedures to control hazardous energy, and it failed to provide eye wash stations, emergency showers and hand protection, among other violations.“Ultium Cells’ technology and advanced manufacturing facilities are part of a new and emerging field, but workplace safety standards — such as machine guarding, personal protective equipment and emergency response training — have been the law for decades,” OSHA Cleveland Area Director Howard Eberts said in the statement.The agency says Ultium Cells has 15 business days from the date it received the citations to comply, request an informal conference or contest the findings with an independent commission.Ultium Cells said in a statement Thursday that it requested a hearing with OSHA. “We look forward to a constructive dialogue with OSHA and hope to resolve these issues quickly and reinforce our commitment to fostering a safety-first mindset among all Ultium team members,” the company said.Authorities began investigating the plant after an explosion and fire in March. C | 针对当前“三医”协同体系能力存在的差距，重庆市政协常委邢雅翕建议构建常态化统筹机制，推动“三医”深度协同治理。他表示，要统筹平衡医疗服务提质、医保基金安全、医药产业高质量发展等多重价值导向，推动“三医”协同改革“分年度、分领域、分部门”目标的协同耦合。建立“三医”协同治理考核评价体系，压实层级、部门和医疗机构责任。 针对优质医疗资源区域分布不够均衡的现状，重庆市政协委员钟远平建议，推进优质医疗资源均衡布局，按规划完善公立综合医院、中医类医院、专科医院、区县域医疗卫生次中心及社区医院的机构设置和功能定位。推动三级医院、区域医疗中心等优质医疗资源在渝东北、渝东南、边远地区和基层科学布局、有效延伸。 完善老年连续性健康照护服务是检验医疗、医保、医药协同治理成效的重要标尺。重庆市政协委员杨邦维建议，进一步完善重庆市老年照护连续性服务保障体系，均衡布局三级安宁疗护网络，补齐区域资源短板。统筹市、区县、社区三级安宁疗护床位规划，推动每个区县建成标准化安宁疗护病区，下沉舒缓服务至乡镇卫生院、社区养老机构。搭建全市安宁疗护电子地图，方便民众就近查询。 医疗机构制剂串联临床诊疗、医保支付、医药产业，是“三医”协同发展的关键结合载体。重庆市政协委员周书永建议，健全分层培育体系，稳定制剂供给增量，搭建“民间验方—协定处方—院内制剂—中药新药”全周期培育链条，滚动更新全市优势制剂资源库。 在重庆市政协委员王勇德看来，中医药传承创新是增进民生福祉的重要抓手，深化“三医”协同是破解发展堵点、激发内生动力的核心路径。他建议，推动名老中医经验数字化传承等应用场景落地；在渝东南、渝东北布局建设市级中医区域医疗中心，在全市三级综合医院推行中西医联合查房、会诊制度，建设中西医协同“旗舰”科室、推广多病种中西医结合诊疗方案。
